This is an example of the well known Chinese Compass trick. As the magician keeps turning the compass over, the arrow changes its direction in a confusing manner. In 1952 Town House Magic of St Louis, Missouri sent this to Davenports as a complimentary sample, complete with instructions. The costs were given as 25 cents each for a small size metal one ($2.50 per dozen) and the stage size with stand was $3.50.
